On my '49 Streamliner there are three overlapping access panels in the floorboard directly beneath the steering column. When they are removed, the master cylinder is exposed. It took a 7/8" open-end wrench to loosen the cap; I'm not sure you'll get a socket and ratchet in there.

I have attempted to attach some photos. One of them shows two of the panels removed and the third one still in place.

A correction on my previous post. The photo with what appears to show one of the access panels still in place is actually showing a felt pad that was under the panel.
