Does anybody know if the factory did some sort of undercoating on 99 T/A's. It's on the wheel wells and the rockers, not anywhere else.

Yes. It's for sound-deadening, more so than undercoating. In these couple photos of my '94 you can see where they sprayed the rear wheelwells, and the over-spray got on the frame rails. You can also see the sound-deadening on the rocker panel as you speak of......Take note also that the bottom of the spare tire well was coated too.
