Those are GM truck Rally Wheels, as you noted by the date stamp vintage 80's....If I remember correctly these wheels were available into the early 90's on select GM trucks.

Here in Michigan you pay 6% sales tax on the purchase price of the car. In a case like yours I think they'd base it on the value of the car you traded, since it was an even up trade.
